Before any utility, public or private, may install, construct, remove or relocate
any equipment facility or appliance of any kind in, on, under or over the public roads
and/or roads' rights-of-way of the county, it must apply for and obtain a permit from
the county roads department, pursuant to O.C.G.A. § 32-4-42(6).
