§ 26-160. Voting.

  • Official action may not be taken by the commission unless a quorum is present. A majority of the members of the commission shall constitute a quorum: a minimum of five members. A member must be present to vote. The chairman and vice-chairman shall be eligible to vote on all issues pending before the commission. Each member shall vote on every issue unless disqualified by law. The question of disqualification shall be decided by the member affected, who shall announce the reason for disqualification, have it placed in the minutes, and refrain from deliberating or voting on the issue. See Code of Ethics and Conflicts of Interest (O.C.G.A § 45-10-1 et seq.). Except for public hearings, no person, other than commission members, shall speak at the commission meeting unless invited to do so by the chairman. Persons wishing to appear on the agenda for any meeting make a request to do so at least one week prior to the meeting date, stating the nature of the matter to be presented and identifying the person to address the commission. Presentations shall be limited to no more that ten minutes without approval of a majority of the members of the commission. The chairman may request approval from the commission prior to placing a matter on the agenda.
